The Institute will be run by a Board of Directors comprised of the following:

A committee comprised of instructors and students will be set up by the Board to set the guide lines for students and student behaviour. These guide lines will be policed by students and instructors. Students will be required to follow the guidelines that they themselves have framed. A failure to cooperate will require the offender to be brought before the student-instructor committee for discipline and correction. If there is no response seen in the offender he/she will be required to withdraw from the school. |

Instructors will be upgraded from time to time to maintain the highest standard at all times. |

The institute will be designated as an alcohol/tobacco/drugs/kava free zone. None of these will be tolerated on the grounds of the Institute at any time. |

An advisor will be contracted to help with the organisation of the Institute initially, with a view to training ni-Vanuatu personnel for positions of leadership. The advisor will serve on a volunteer basis, but receive an allowance for personal upkeep. Work permit and residence permit will be provided by the Institute. |

There will be accommodation provided for boarding students, but day students will also be accepted. The student houses will be presided over by senior students. Students will be responsible for their own meals, laundry and personal grooming. Land will be available for gardens and time allocated to work the gardens. Students will work together in keeping the grounds of the Institute neat and buildings maintained in good order. A small bottle of gas per house will be provided each year - further supplies will be the responsibility of the occupants of individual houses. |

A five-year plan is to begin with
As facilities become available, Boat Building will be added, also Mechanics. Sewing for girls is also envisioned, possibly for day students only. As time goes by, it would be desirable to add Plumbing and also House wiring to the courses offered. These courses will be offered according to the availability of personnel and facilities. Any additional courses will be submitted to Vanuatu National Training Council for accreditation. |

A fee will be charged for tuition, and for boarding. Strict account-keeping procedures will be in force. Money generated from fees and sale of goods produced will be offset against operating expenses such as wages, teaching materials, photocopying. |

While the initial setting up of the Institute will come largely from private donations solicited from overseas, it is envisioned that any excess of funds above operating expenses, will be used for further expansion of the facilities, including new locations, also for upgrading facilities, including machinery and tools and equipment, and to provide scholarships for needy students. |

It must be realised that the operating expenses of this type of facility are very high, given that unskilled trainees make mistakes while learning, all of which costs money. The success of the venture will depend wholly upon the standard of supervision and the responsibility and cooperation of trainees and instructors alike. the theoretical side of the programme will be supported by the practical. |
